Actually, in some places, you need to be 18 to get piercings too. But yes, as long as you're of age, you should be able to use it. I mean, it is a form of ID.
if you are under 18, they will not allow you to purchase cigs. tats are probably off limits too depending on the vendor. However, piercings should be a go.

anything government issued with your name and birthdate on it should work, as long as you're actually of age.

You should have no problem. It's a legal id with your DOB, so your legal!
