Well, when I was going to school, I never paid anything for the books. My family was too poor. I also got free lunch. So, just have a talk with your principal, or assistant principal, and tell them that you cannot pay for the books. They cannot deny you the right to get an education because you don’t have money. Public high schools will figure out a way to pay for your books if you cannot pay. You may or may not have to show proof of income, but they will provide you with the books if you cannot afford them. You just need to tell your advisor and they will be able to direct you who to go to.

In my school district they don’t allow you graduate until you pay off all your fees, our teachers keep track of everything. Maybe your school is different though, so yeah like Ty said you should talk to your advisor or guidance counselor.
