Depends on where they come from and what is on there. If you buy a copy of something that has a large edition (like Microsoft office, the newest movie or an album by a popular singer) then no, they are probably copies that someone made to sell them illegally and very likely not genuine. Because those people usually make their Disks in pressing machines.
If you buy something that comes in a small edition for example if your high schools choir sells a DVD after Jennys dad filmed and recorded their last concert then laser-burned is probably genuine and original. Because Jennys dad - or anyone else in the choir - probably doesn't own a pressing machine.
If you buy a software, be sure you get a genuine licensecode_ with it. That's more important than the data-carrier. If you are not sure whether some shop is selling genuine software, contact the manufacturer of the software and ask. If you buy a Hollywood movie witch is "laser-burned" on e-bay or the flea market, then you can be sure that it's not genuine.
If you refer to the cover of the dvd it is most likely then original, if you refer to the content on the dvd it may not be be original.
