I think with a lot of those things, the only reason they are legal is because they are havent yet been made illegal. Remember when they made BZP based products illegal, and how quickly a bunch of non-bzp stuff was available to buy? Its just that they are new substances that are unclassified and therefore not illegal. As far as I know the way it works is very similar to cannabis - its a cannabinoid receptor agonist. However, it seems to be more potent as its a full agonist, as opposed to THC which is only a partial agonist. If you want to do some more reading on it, look up JWH 018 which is the name of the chemical
