In general, yes, they do. However, obviously, you have a choice in the matter. You can refuse an exam. And as for your question of why a doctor would want to check anyone down there, you do know that doctors learn to check all parts of the body (there are worse parts to check, such as the bottom), so that is just one more part of the body. It has nothing to do with creepiness or any such thing. To a doctor who sees hundreds of bodies per year, you're nothing special.
i know they did it my first time did the whole breast exam, pap smear and checked all my inside girly parts. and its not a huge deal cuz you have to think how many down their part they've seen and examined also they give you a paper dress to cover up, its really fast.
depends on your age. i went to my obgyn for the first time when i was 15 because my cramps were so severe i would always have to go to the hospital during my period so i got birthcontrol, and she didn't have to.

idk why someone would want to be that kind of doctor but i had a female do mine, and i wasn't concerned any more because hey she has the same parts as me.

did you have to ask her not to look down there?
If you're due for a pap smear, he might.
If you've never had one? You're due.
Its possible he/she could
