Adobe photoshooop help?

How do I get a picture to have the glow effect? I cant find it anywhere!!!

…or you can go to ‘filters’ and select the ‘diffuse glow’ effect.

After opening the picture, go to Filter>Render>Lighting Effect. The Lighting Effects dialog box appears, change the Light type to ‘Omni’ don’t make any other settings let that be as default. But you can try changing other settings and check it out.
