Burning bushes

My burning bushes have not budded out yet, how can I tell if they are dead?

About six inches from the ground, take your finger and scratch a small bit of bark back. If it's still green then the dog wood is late. Ours hasn't really started yet, but the branches are getting 'buddy'.
