some like INdonesia have a minimum age which isn't paid attention to, at least in Bali.

I'm guessing most of the third world countries where they have bigger issues to deal with other then who can drink or not

well, france's legal drinking age is only 16.

Some third world countries. But in the UK, a child as young as five can drink at home without any laws being broken.
