I visited Kuta, Legian, Denpasar, Ubud, and Chani Dasa when I was a kid 
Bali is an AWESOME place to visit. Try learning to surf while you're there.
The legal drinking age wasn't paid attention to while I was there, I saw kids 14 or so drinking...however, it's not healthy for you to drink unless you're fully mature, physically, because it can cause brain damage, health issues & more.
So consider that before trying it out, even if you can.
