If you are in another country and you do something that is legal there but illegal in the USA, you are still abiding by the law for the country you are in.

For example, here in most of Canada, the legal drinking age is 19, but a 30 minute drive from my house in Quebec (still a part of Canada), the drinking age is 18...you can go to Quebec if you're 18 and drink there legally.
