Something that is intentionally trying to provoke, excite, or stimulate. Also, it means exciting sexual desire.
For example: If a woman is wearing a "slutty" outfit, you would say her outfit is provocative. Or, if a man is giving gestures (such as the middle finger) to someone, you might call that behavior provocative because he is trying to provoke someone.
It is provokes, or triggers, strong emotion, actions, and things like that.
