Okay, I have a friend from TaeKwonDo club, I'll call her M. Now M is nine, and sorry to say, but her thirteen-year-old sister (S) is a right b!t(h. S is constantly patronising M, telling her what do do, lording it over her, she even called her a freak one time.
I don't know whether to tell anyone, seeming I don't have a sister of my own, and I don't know how sisters generally act around each other. S has been horrible to me before, with no reason, so I know she has some problem, but on the other hand, like I said, it could be sisters being sisters.
I need help...
Talk to their parents? S may only being doing things like that away from adults, so their parents may not have noticed.
On the other hand as you said it could just be sisters being sisters. I picked on my younger siblings a lot :P, but most to of the time they new I was just joking around.
Maybe talk to M and see her opinion on it.
lol or use my grandpa's solution to when he was being bullied... but that involved a 2x4...and you would get in a lot of trouble now for that :P.
