You are. I’ve been there and worn a shirt over a swimsuit. Nothing wrong with it :)
They most probably woulnd’t let you wear really thick, big shirts as its a water hazard. But tank tops should be fine. If not, you can buy rash tops made out of swim suit material. People use them so they won’t get sunburned.
