Your theigh is made of bone, fat, and muscle. Meat is muscle.

You might be worried about getting more definition than you want but if you want to build up your theighs what you need is muscle.

Try exercises for the quadracepts (front theigh), hamstrings (back theigh) and gluts (butt muscles). These will help you get a shapely bottom half.
