When I was about your age I taught myself to build radio and electronic equipment using individual components and home made printed circuit boards, with the assistance of three monthly magazines: Wireless World (the most academic of the three) Practical Wireless and Practical Electronics (two hobbyist magazines). I pretty well taught myself how everything worked using Electronic Engineering textbooks from the library, and by having a voracious appetite for knowledge and understanding. By the time I got to College I probably had more practical ability in the subject than any of the Lecturers.

You should get the latest (2011) edition of the A.R.R.L. Handbook. I have it here and it's fantastic! It's full of everything you will want to know about electronics. Don't get the hardcover edition, tho'. I did and it's so heavy it just about needs a crane to lift it!
is there a technical high school in your area? If so thats the best way to learn about it because its coming from professionals with hands-on training.
There is Maryland university but I want to do this at home. Any kits or project packs? I can learn VERY fast.
