Skin rash from chlorine and sunscreen

Ok, I love swimming and we have a chlorine pool. Problem is I have very sensitive skin. So I have this rash on my face (near my mouth) that I get from the chlorine and also from my sunscreen that I apply. Think I could probably solve the suncreen issue, but do you guys have any advice on what could maybe work for the rash I get from chlorine.

More info: I don’t use normal soap on my skin and I can’t use any products that are too oily. It burns the hell out of me. (hve very dry skin and very fair)

mix water with baking soda and apply it to your face. the baking powder will neutrilize (?) the reaction.
