My mother had very dry and cracked skin. None of the home remedies, or products I bought her seemed to work. She went to her doctor and he prescribed Urea cream for her use.
Creams with Urea in them work wonders. My mother uses a cream with 50% Urea, and her feet have completely transformed. I looked around online to find 20-40% non prescription urea creams, but they're a little on the pricey side.
Here's the answer. I've suffered in the summer all my life (60 years) with painful cracked feet in the dry times of year.
Bag Balm, and cotton socks to sleep in. In one day the pain is gone, in two days it's healed.
This works for people who suffer from cracked hands in the winter, too.
You only wear the socks when you sleep. It's a miracle worker.

If your feet are seriously dry and cracked, you can use horse hoof cream, but a good solution for dry feet is actually quite a simple one - baby lotion. It's perfume and dye free and has one purpose - to moisturize.
They sell all types of products for that now...mainly dr. shauls, but ive found what works best for mine is Vaselines brand of lotion of with coco butter in it.
Try (internally) cod liver oil plus food oils/nuts for a long term solution. For the short term do what others said... which are basically external oils/fats.
I use vaseline like mandyloo and it works wonders. You can also try different kinds of foot cream and see which works best for you.
id have said what colleen said: baby lotion and warm water in a bowl and soak them for a few hours each night before bed
