Take it outside once an hour for 3 weeks. That will let it do its bussniess and let it know where to do it.
Everytime it starts sniffing or after a meal take it outside and wait till it does its business and then praise your dog. You’ll have to be consistent with that.
Like they said bring it out often and when he goes give him a treat and give him lots of praise. if you keep doing this soon he will love going outside to go potty because he will get a treat
you can also litter box train your chihuahua. my chihuahua is just a pup and it only took two weeks before he understood that he is supposed to potty in the box. now i let him free run around my bedroom and whenever he has to go he just walks to the litterbox. sometimes i move the box into a different corner to see what happens and he just goes in it whereever i put it. i don’t know if it would be more convenient for u because i live in a duplex and i hate going up and down the stairs and he’d just pee all over before i’d even reach the bottom, so i just bought a 5 dollar litter box and a 8 dollar jug of kitty litter.
