I’m not sure how to block someone from calling your land-line. But for cellphones there should be a setting for a “reject list”. Just put the number you want to block in it.

I’m from Ireland, so the laws may differ. I know from personal experience that over here the mobile phone network won’t block numbers. I ended up going to the guards, making a complaint about the calls and texts I had been recieving (keep a record of all incoming calls and texts from whoever is sending them) The guards then rang the person (of course they didn’t answer) and left a message on their voice mail basically saying if it continues they will prosecute. I didn’t hear from them again, but its the cops have to contact the phone network if it continues.
