Most forms of whistling with your fingers (various combos of fingers) involve 1.) touching the tips of your fingers together, then 2,) putting them on the UNDERSIDE of your tongue tip, as you roll your tongue backwards.

You can use the two fingers you mentioned. My favorite is my forefinger and little finger. Or both little fingers. Different combos give different tones.

You will have to practice to find the angles that work for you. (At first you will probably only get wet fingers.) :) Good Luck!!
