Find the effects, (there should be a button on the left if your using regular movie maker) then find the slowmo button, and drag it onto your clip :)

The easiest way is to right click the clip you want to alter and go to the ‘effects’ submenu. Then select slow motion and the speed you want, duration, etc.

Alternatively, you can watch this video tutorial on how to add the slow motion effect.
