Want to ask him but don't want to scare him away

So there is this one dude who I like a lot. We have hung out somewhat, he has called me to hang out a lot, and ya it was going really well. He told me he liked me and everything, cause I confronted him about it. The thing is, he acts like he likes me but does not do anything about it. but sometimes he doesnt act like he does at all. His x-girlfriend and him hang out a lot, there always going to be friends. he told me that and Im fine with that, but I think he is still stuck on her. She makes him think there still going to be together even though they never will, plus she has a boyfriend, and I think she is screwing everything up for me. I really like him. and I don’t know what to do. im afraid to ask him about everything again because I dont want to scare him away. I don’t know what to do. ugh. I really need help.
