After opening your photo in Photoshop, make a new layer, and use the brush tool after selecting the color you'd like. If you're worried about drawing "inside the lines" of your iris', use the lasso tool on the original picture's layer. Or, if the picture is sort of an up-close shot and you can like see different natural colors and details throughout your eyes, use the magic wand tool to select your guidelines, and you could even just use the paint bucket tool to apply the color, as long as you're in the right layer. Play around with the transparency slider a bit to make it look realistic, and if you change the layer type to "Multiply," it adds a realistic element. Try using a few different layers with this method for a realistic, layered look.
OK, as I am not computer nerdy, this is what I did...
You'll need a 'White Out' correction pen and a non-permanent fine tip marker in the color that you want your eyes to be... With a steady hand, the rest is pretty easy...
when I do it all I use is the color replacement tool... depending what version you have...or you could try a tutorial online to do it,
