How to become an "advisor"

Some people like Phrannie have a gold icon by their name that says advisor under it. How do you get that, and what does it mean?

It's the Golden Icon of Justice, and it can only be earned after you have proven yourself worthy of a title of honor by accomplishing numerous feats of strength and acts of nobility.
