Hmm... What means are you using to prevent the hamper from tipping over, yet remaining mobile when you wish to do laundry? Cute dog you have there...
Lets see... Depending on the location... Is there any place it is near, that would potentially allow you to maybe use say a budgie cord to wrap around and secure to an area that would make it impossible to knock over without taken the cord off? I've done little things like this with garbage cans, I find it helps with keeping the dogs out of it, especially the cans with open/shut lids.

Put the hamper in an enclosed space. Closet, laundry room, bathroom. Or just start putting a doggy door up in whatever room the hamper is in.
