Did you get him/her from the pound? Maybe he/she was abused if they had a home before yours. If the dog had some food or a toy near maybe it thought that your daughter was trying to take it. Also, if the dog felt cornered that might have been why.

Maybe she was loving the dog too hard? Has the dog ever shown any signs of avoidance or aggression with your daughter before? I can't tell if your daughter is a 2 year old, or the dog...which is it?

Remember that dogs don't think like us humans, so your daughter could have been unintentionally intimidating the dog by hugging it around its head or being too close to the dogs face, these can seem quite threatening in a dogs point of view! When you say when loving it, thats too vague, you need to be more specific!
Also it could depend on the breed of the dog? As I dont know what the whole situation was its hard to say exactly why.
