Why does my dog have one cloudy eye?

My dog has one eye that is cloudy and the other one is fine.But he has been like this ever since he was born.Is he blind or is this normal?

No, a cloudy eye is not normal...you don't say how old he is, but since he's past puppyhood, and you've never found out from a vet what the problem is with his eye, he probably IS blind in it, now.
