Property line set backs refer to the distance that a structure (like a house) has to be from the property line of the lot on which it is located. This is to prevent a building from crowding other buildings, rights-of-way, streams etc.
For really simple example if you own a lot that is 100'x100' with a set back of 20 ' on all sides, the largest building you could build would have a 20' wide strip of grass running all around it.
