The wax ring is AFTER the water comes into the toilet. I helped my daddy with it once. It's the seal for the drain part so it only leaks when you flush, when the water is going down the drain out of your house. My dad says by the sound of it you have a leak or small drip or something in one of the connections going into your toilet or on the little piece of pipe that goes from the wall to the toilet because if you turned up the supply line and it dried up then that is probably what the problem is and your wax ring may be just fine. He says turn on the toilet and wait a while then run your hand all around the pipe thing that goes into the toilet and around any place that a pipe goes into the toilet and things. if you find wetness try to follow it and see where it comes from get down there with a flash light and wipe everything dry then watch and see where the water comes from. Hope this helps I mostly typed what my daddy said to type.
