Why do my answers on this site 'jump' in line?

If I post an answer to any question on this site, it sometimes happens that the answers of people who post later than I do move above my answer. But sometimes my answer is above one that was already there when I wrote. How is that?

Is that because of time zones? Does the site use the writers’ time to sort the answers? I’m posting from Europe (UTC +1). Is it a bug or is it supposed to be that way?

The highest rated answer moves to the top…and yes, we do need to make that more clear, on the page, so it’s more clear what is happening. :)
