What's he trying to do?

There’s this guy I work with who is usually mean to me but in liek a joking way…like when hes next to me at work he’l always be making fun of me and stuff and so I thought it was flirting but then sometimes he makes fun of me and laughs and jokes around and stuff but then like other days hes stiff and barely says a word to me. What’s the deal?

Could just be how he is, could be flirting and he doesnt know how. but just depends on how his personalitie is.
