What is this app called?

Okay, when we delete a file, sometimes we get a dialog box that says it cant be deleted because its being used by another program. I downloaded a program before for my already wrecked laptop and it tells you what program is being used so you can close it in task manager and proceed with deleting the file. I freakin forgot the application name so I cant download it again in the desktop.

does anybody know what this program is? please help :)

its called ‘restart me’ lol

I get it sometimes after I’ve uninstalled summet and im trying to delete the files/folders left over that didnt get uninstalled.. so I restart and delete again and it goes…
