If someone said it (as opposed to you seeing it written, or in print) it is most likely that the word they said was “waived” not “waved”. ….. . ….. waive means “ to give something up voluntarily, especially a right or claim “; or “ temporarily delay something / to put off something for a time

The comment could come from an single “career woman” or a nun who had devoted her life to the Church.
