Not really,whenever i am in a good mood,and i am listening to an awesome song,i usually get goosebumps..so its not true for sure..there is certain type of music which gives me goosebumps.

no, you can give yourself goosebumps, though usually just by accident. it doesnt often happen when your trying to make it happen
