lol shemales tend to all be men who have had an almost full sex change apart from the penis so those people obviously can produce semen and get women pregnant.
Women who have had a sex change into a male can't produce semen as they don't have real testicles or a seminal vesicle so they can't get any women pregnant. However as women can already produce their own ejaculatory fluid i believe some FTM transexuals might be able to ejaculate to some degree.
