My opinion is I would think neither of them are safe to put on your skin

I you have an allergic reaction to alcohol dont use sharpies, otherwise, it would take an ounce of sharpie ink, directly absorbed, to cause any ill effects. It’s basically black nail polish, although chemically different. Ballpint ink is oily and resinous, and I’m sure it’s filled with hydrocarbons and other nasties, Id go with the sharpie.
Avoid the Magnum, King Size, and Touch-Up sharpies. they contain xylene- very bad for you. Don’t cover large portions of your body with it either. Solvents have a tendency to absorb through skin and enter the blood stream, making you ill and potentially damaging DNA and causing cancer.
I don’t recommend either one
