Is it bad to purchase a puppy from a breeder with no papers
Ditto...ditto...ditto to both Majic and Editor...
Theres' something wrong if a "breeder" cannot produce the Registration Papers...and therefore I wouldn't spend my hard money...(the thing is, this breeder doesn't sound like they know what they're doing...if you really want to buy a puppy, take your money to a legit breeder...if papers don't matter...
,,,then go to the shelter and save a life...

What do you mean, the registration papers?
One of the ways to decide if you are working with a good breeder is if they have all the animal's papers in order and go over them with you.
I would say make sure everything is in order and the breeder takes their time with explaining and going over your animals papers.
I would not purchase from someone that does not have the papers available.
I'd adopt from a shelter. Between 6 and 8 million dogs and cats (including puppies) are killed every year because they have no homes. Save a life :)
