Maybe you can try using Picasa 3. The only downside is that you have to download it.
There’s this feature called focal black and white that basically gives a certain area color and leaves the rest black and white.
Or you can try picnik! So what you do is upload the photo, go over to the create tab and click on “effects.” From there, you choose your brush size and you can color in what you want as color!

Photobucket has something called “color splash” it’s difficult to figure out, or maybe i’m just an idiot, but you could try that out.
It’s the black and white feature, forgot to mention that! :/
go to Picnik.com Upload ur photo, click create, then go to effects, then click black and white, click the little paint brush on the side of that (look for it), and there will be a box that pops up- click reverse effect in that little check mark box, then go to ur picture and paint the part u want in color. Thats what I do with my pictures :) I love that website.! Hope this helped. Its pretty easy<33
