Is it possible to perform neutralization of chrome-sulfuric acid that spilled into the sand with 25% ammonium hydroxide?

If you’re talking about complete neutralization, then no, for ammonium hydroxide does not have that kind of strength. However, it would be able to partially neutralize the acidified sand. A copious amount of ammonium hydroxide MAY do the job though, I’m not sure.
