No, students don’t wear uniforms at colleges/schools unless they are private schools.

Although I’m not positive, I think you would have to go to high school to complete the 10th thru 12th grades. It might be possible to pass a high school equivalency test if you are well educated and avoid high school and go directly into college, but I think you would mis out on some cultural benefits of high school in America.

I don’t know what sites to recommend but you can Google “High school education in Los Angeles” without the quotes and find a lot of information. If you find an interesting school or educational information you could correspond with that source.

Los Angeles is so big that I’m sure you could probably find a school that also teaches Russian lessons.

One thing to consider, California is going through some extreme financial set backs and is rumored to be considering cuts to its educational funding. This might have a negative impact on Los Angeles schools.
