hello in this case, I can say that there is 2 ways To make a Good Website, sure you need some Basic on HTML and PHP!

The Free Way, is To make a Website by Editing a Free Web Template that you can download From a several Websites such :

http://www.template4all.com http://www.freethemes4all.com

Then you get a Account at a Free Web Space Hoster, you upload the Whole Files and Here you are.

The Paid One, is buying a Domaine name, and install Your own CMS (Content Management System) Script such joomla, wordpress..etc and From the Admin Panel you can Change the Look of Your Website According to the Content You need.

There also some Online Website Builder which make it Easy but you have to Pay Also..
