When I wish to mail something small to someone in US can I send it as a regular letter or a parcel?

As well, for the stamps, do I have to buy a different kind of stamp for it? On average, how long does it take for them to receive?

Well, you can use a regular envelope, or even better buy a small padded envelope and have the postal service weigh it for ya and just pay them the postage. It will be delivered just as fast as everything else.

An after thought, if it it doesen’t seem like it’s any heavier than most of the mail that you regularly send / recieve, then I’d say it will be ok. I’d do it.
