start-control panel-scanners and cameras - look for options and select on, might work by this way.

nope . i opened th scaners and cameras file and it was empty

I have an HP Pavilion, although the numbers are not the same as yours. I had the same problem when I got mine. I just searched “webcam” in the search box on the start menu and it came up. For my computer it is called an HP MediaSmart Webcam. You could also try searching “mediasmart” in the start menu as well. If that doesn’t help, then I have no clue…

check to see if the software to run the cam is installed.
