I’d probably go with something like:

Dear $point_of_contact -

Thank you very much for your offer of a position as a $job_title with your company, $maker_of_stuff. While the opportunity to do $job_duties is something I’ve been looking forward to doing for a while, I regretfully decline your offer, as I’m going to (keep my job OR take a competing offer) as a $my_current_job with $my_current_company_name.

Please keep me in mind if a different position opens up, which includes (insert objective or thing that would make you change your mind here), as that’s something that is a deal breaker for me.

Sincererely, Your name here. Contact info, etc, follows.
