Firstly you will need to dig out the area you are putting the stepping stones, the depth will depend on how thick the stones are, then put a layer of road base/crusher dust down about 2 inches thick, wet the base and pack it down, then lay the stones on top, and fill the area around them with decorative stones, dirt or grass. Another way to do it is to dig out each place where a stone will be laid, then make a slurry of cement and sand, put a blob of this slurry where the stone will be placed, then put the stone on top and press it in to the wet mixture until it is at the desired height, and so it is level with the ground…then let the mixture set.
