no you have to do one more thing you have to go to prof. elm and talk to and he says that your rival have beat the pokemon league and he is looking for you and then he will give you a max revie and then go out from the lab when you do that your rival will come and fight you (he got pokemon from level: 90-100 one in 100 that is the starter) after you beat him he will says that he see that hes pokemon not trust him and he not will have this more then he give you a pass to mt. silver and then you can go to there. hope it help
