Im trying to call some one that ia @ apay phone & it rings 3x then sounds like a fax.

Either you’re dialing the wrong number or the phone is not set up to accept incoming calls. A lot of pay phones are handicapped in that way to stop inconsiderate jerks from calling people on them and tying up the phone company’s line.
