Depends on the meat. Pork or chicken are never safe to eat raw. In fact they will make you sick almost 100% of the time. Beef from healthy cattle is pretty safe; steak tartare is a famous raw beef dish and a lot of people enjoy their steaks so rare that they are completely raw on the inside. A lot of seafood is reasonably safe to eat raw if fresh and handled carefully.
While eating some expensive steak from a butcher raw is probably ok remember that ground beef in grocery stores is usually a mixture of meat from many cattle; any one of which if sick or contaminated can make you sick or even kill you.
Things like sushi are fine, obviously. I wouldn't recommend eating any raw meat, though. You could get nasty diseases like salmonella. Research it, maybe some meats are OK to eat raw. I wouldn't know for sure.
most things NO! like pork beef and sausage NO! but things like hotdogs and sushi are fine but the ones you can't eat will cause worms in you like tape warms.
