She can If human services get involved, it depends if your frined is in a tough situation. If your friend is unsafe, or being neglected or any thing like that, then your mom can have costody of your friend. But if it is just because you guys want to live together because you guys are best buddies then her mom has to give permission.
Her parents can't legally kick her out, however, if they do kick her out, that gives your friend general permission to leave. Make sure she can prove that she is being kicked out, however - she may need to back up her story if her parents ever try to take legal action.
If she is kicked out, first step is to call child protective services. Who will then try to find relative care, if that doesn't work and they find a willing family to take her, they will likely place her with your family.
