Depending on the problem/ how and when it occurred it could be a result of a recent application you installed you could try resetting the phone back to factory defaults see if that helps but make sure u back up what you need.

if you dropped it you could have damaged the hardware; in that case if you are still under warranty then you might as well bring it back to cell phone company but many time they will not replace it or charge more because you caused the damage.

If you are brave enough i do this a lot you can try replacing the touch screen your self search Google for guides on how to do this and just buy the touch screen digitizer; then you can get full touch back for about 10$ compared to what everyone else charges.
